I can see how someone with a hearing disability might be able to get their ticket, but with a "no radio-coms-required airspace ops" restriction.
But I would be surprised if someone could get their ticket with a "no night flying" restriction these days,
just because they didn't want to bother with it.
I'm assuming your homebuilt didn't have lights-- how about instrumentation?
How did you handle the PPL requirement for "control & maneuvering of an airplane solely by reference to instruments" [ FAR 61.109(a)(3) ] ?
Needle/ball/airspeed is the classic basic instrument flying, but most people aren't too comfortable with it.
I know guys who did the majority of their training in their T-Craft Cub or Champ,
but had to rent a spam can for the hood work and night flight, and to take the check ride in
because the DPE wanted horizon & DG also.
Ditto VOR radio(s) for nav proficiency requirements.
