Different torque tubes on the elevators?

Dropped my 180 off for paint yesterday. While disassembling it, it was noticed that the right elevator has a steel torque tube with welded on flange and the left elevator has an aluminum tube with riveted flange. The last time the horizontal was off, the elevators did not go on without a little misalignment. They appear to be the same visually, and are not grossly misaligned.
My question is, is one of them incorrect, or does it not matter?
The plane is a '53 with about 6800hrs tt. It has been ground looped, it has been upside down in the water, at least one wing is not original. But, it flies straight and repairs are well documented and appear to be well done.

Also, are Philipps head bolts the correct hardware for the rear fin attachment? I was thinking I'd replace them with new hardware when it goes back together. The last time it was apart all the hardware was replaced except those two bolts.

Get a parts book that applies to that aircraft and see what it says....sometimes the "updated" parts are a little different. Make sure the parts book is updated and current. That will also tell you what hardware is needed.
