Is the plane actually in Colton? I'm not aware of an airport there, other than some various wheat farmers who have strips.
Colton is half way between Pullman and Lewiston, and as James said, Inter-state Aviation in Pullman is a great choice. Doug will probably send Tom Alexander down to look at it. It's only about 15 miles away, so you won't be paying someone to drive for hours. I had an annual done there a couple of years ago, and I think they were charging $100/hr. Lewiston is just as close, and there are a number of fantastic tube and fabric guys that would probably be much cheaper. Dean Wilson (designer of various airplanes, most famous for the Avid Flyer), and Jim Otey (ex Boeing 777) are retired, but active. Check out the Curtis Pusher they just finished:
