In the case of an off road/true backcountry fender-bender only accident, is this examination of competency limited to the specialized skills and experience needed to safely operate in that narrow environment, or is it looking to see if the pilot can meet the basic skills level for his/her certificate level? Seems very apples and oranges to me.
The guys who work and play safely in the fat tires and push the envelope world certainly have basic skills honed to a level most folks can't touch, even then mishaps do happen. What is to be gained from a 44709 in a situation like that? Part of flying off road is understanding that shit doth happen. You fix it, learn from it, and do it again just smarter and better next time.
To me the difference is that of taking a turn too fast on my dirt bike and dumping it vs wrecking my car on a public road. Dirt bike, I haul it off, put new parts on, and off I go. No one's business but my own. Public road, I expect a police report and ticket if I screwed up. Like I said, apples and oranges.
