They may or may not even be aware of ARROW, but if they were, it may go assumed you are following the rules...
Kind of like getting pulled over for a traffic violation with your dog in the truck... Not very likely the policeman is going to ask to see your dogs license or vaccination records....
On the customs sticker, it will take time to get that in the mail, as you can no longer just get them at the crossing. You can purchase, and then just give them the # upon crossing though. Same is true with the Canadian firearm registration.
Again, way easier to fill out a couple online forms/fees and cross with peace of mind than end up getting the one agent that has had a bad day and decides to follow the entire required process...
