G-AIRMET help

I have not found a legend for this and have a question.

The fork is ice I know that.

SFC = Surface know that.

AMD = amended ?

So we have ice from surface to 3000? Or ice starts in this area?

What is the 16000? Does the ice end from 16000 and higher? Or is 16000 the tops?

Area forecast says tops at 8000.

WILLAMETTE VLY...SCT020 BKN035 TOPS 080. OCNL VIS 3-5SM BR. ISOL


I am looking at the same forecast time.

That says that icing is forecast from the freezing level, which is at 3000 MSL, up to 16000'. The 030/SFC means that the freezing level is at 3000', but if the surface elevation where you are is greater than 3000', then icing is from the surface. It makes a little more sense if you look at the text rendition.
