New Customs Border Service regulation

I just got an update from AOPA on a proposed rule from the Customs folks that they have a proposed rule in the works which would require you to file a manifest and passenger list two hours before arrival via internet.

I don't know about the rest of you but most of the strips, docks, and beaches I fly into/out of in Canada don't have phones much less internet. Sometimes not even radio contact.

This is not too big a burden for those who fly out of nice paved strips with control towers, but does this mean remote operators have to land somewhere with internet service file, and wait until they have a two hour cushion on arrival?

Also the false positive rate on "restricted persons" is pretty high even with people entering the data who do it every day. Imaging how FUBAR'ed it will be with hundreds of rookies entering the data.

Looks like another good way to lose your license or end up on a "No Fly" list.

Who knows you might get a free trip to Syria out of it on the Homeland Security's extreme rendition program.
