Portland-Seattle TFR

Saw Portland this morning and now both it and Seattle. Roughly 30 mile radius to 18,000'.

How does this affect GA, and does the TFR state the reason? Not familiar with these, but I see they are used for all kinds of things like fire fighting and airshows.

It's a Presidential TFR for planned visits by Joe Biden et al.

Not binding, but I'd enjoy my time on the ground and not mess with it. The TFR text for one of them is below:

"No pilots may operate an aircraft in the areas covered by this NOTAM (except as described).
EXC AS SPECIFIED BLW AND/OR UNLESS AUTH BY ATC IN CONSULTATION WITH THE AIR TFC SECURITY COORDINATOR VIA THE DOMESTIC EVENTS NETWORK (DEN):

A. D. UAS OPR WHO DO NOT COMPLY WITH APPLICABLE AIRSPACE RESTRICTIONS ARE WARNED THAT PURSUANT TO 10 U.S.C. SECTION 130I AND 6 U.S.C. F. THE FAA RECOMMENDS THAT ALL AIRCRAFT OPERATORS CHECK NOTAMS FREQUENTLY FOR POSSIBLE CHANGES TO THIS TFR PRIOR TO OPERATIONS WITHIN THIS REGION. Years ago there was a TFR in Las Vegas NV I was able to operate into and out of the class B under a VFR flight plan (Henderson). I was warned that as soon as the president started moving via motorcade all operations had to stop until his outdoor activities were finished. Timing and ATC surveillance got me in and out. I'm not sure how this affects the airlines.
