Sounds like that student's instructor might be teaching him to keep watch for traffic using his headset. Bad show, unfortunately it seems that lots of people either get taught that or pick up that bad habit on their own.
"SEE AND AVOID. Repeat as needed". Maybe that needs to be put on a panel placard right near the radio?
Glad you didn't push for any sort of action other than a much-needed ass-chewing. Hope it takes. And hope it's a wake-up call for his instructor too.
