To be more efficient, browsers will stored locally some of the code that makes a web page display how it does. It's more efficient because your machine doesn't have to redownload the same files over and over again, using network bandwidth and causing delays. This is called caching.
In this time of frequent code changes while I try to fix errors and speed things up, you may be looking at outdated code stored in your cache instead of getting the fresh stuff. The solution is to clear your browser cache. If you don't know how, Google "how to clear cache for ___insert browser name___"
In one case, a guy up in BC who uses satellite Internet was having issues that turned out to be his satellite box caching stuff. There was no way he could clear that cache since it wasn't his personal machine. A call to the provider solved the issue.
Also, and I say this time and again, even though people have chided me for be a "browser evangelist," DO NOT use a version of Internet Explorer older than v10. In fact, don't use IE at all if you have the option of using Safari or Chrome or Firefox. Older versions of IE don't play nice with newer web standards, and are slow to run certain code.
That said, I have no idea what your environment is so I can't give much advice other than the above.
