I've learned a bit more about this on the various RV mailing lists. This plane is/was a Lancair homebuilt with a turboprop. The 'first engine start' is a big day for most homebuilders and this fellow seemed to do everything wrong:
* The video goes all wonkey because the camera operator sets down the camera and goes to help out (the version I saw originally had audio)
* No hand or radio signals for communications with the 'pilot'
* Not tied down from the tail - Using just chocks couldn't hold back an RV with an IO-360, there's no way they they are enough for a turbine.
* Right gear goes over center - either because it's not fully locked or the squat switch isn't connected and the pilot accidentally hits the retract button while trying to shut things down.
* First engine runs are supposed to be done wing on, otherwise you get the rocking you see in the picture.
And now he's got about an extra year of build time and an overhaul on a $60K (? ish) engine and prop.
