Zero Defects

I was a Captain after Vietnam in the Zero Defects Army. Any soldier not having "Promote ahead of peers" checked on his efficiency report was put out of the Army. Reduction in Force was in full swing. In a large bureaucracy, cohesive units use the "work around" to mitigate onerous rules.
Test pilots using the less effective PTS takeoff technique for years left some slack in the POH on small airplanes. 115 percent of max gross was legal in Alaska.
I was wondering if using the current more efficient low ground effect takeoff technique will take some of the slack out of post 2013 airplane POH? Will the Alaska 115 percent max gross work around still leave enough safely margin?
