I believe 2nd “Contiguous” (CONUS). Interesting “...except Cape Alava, in Washington...”, I checked the distance to Hawaii. The Rhumb line is the approximate same distance (+90 NM) to Makapuu Lighthouse, Oahu as from Angles Gate Lighthouse, Los Angeles Harbor.
