ADIZ bust

I wonder who gets the fine and who's license is pulled. A friend is a Baltimore City Police officer and pilot who was in a Baltimore City Helicopter as PIC. He picked the aircraft up off a roof top and inadvertently squawked 1200 on the transponder. He got nailed by the Feds. Now Baltimore city had to have their attorneys fight the Fed attorneys to keep this guy flying.
Nothing like paying 2 federal agencies to go at each other. Just pray you guys out west don't get stuck with this bull crap.

Incursions into the restricted airspace are not uncommon, according to the Government Accountability Office, but most violations are committed by general aviation pilots.
I wonder if that is just a stupid sting towards GA - or if they really just compared the average GA Pilot with an uncontrolled piece of electronics farting around...
