This is not entirely true. What there is for 1090 is called a PIA (doesn't stand for pain in the ass - but it kind of is). PIA stands for "Privacy ICAO Aircraft." Basically, it allows you to lump your plane ICAO in with a whole group of others all as a group administered by a 3rd party. Foreflight hosts one such group - so you are not broadcasting your planes ICAO, but you are still broadcasting. Now the FAA has the code to unlock your key and knows who you are, but all the other planes and ADSB receivers on the ground you show up as "Foreflight User" or some such. When you speak on ATC you don't give your N-number on the radio either, you give your 3rd party call sign. Something like "Foreflight 321 holding short of 16L awaiting IFR release"

So if you sign up for the PIA program, the karens don't know who you are - but the gubmit sho do. So it's not anonymous, but it's also not nothing.

There's a good article on this in the June 2022 issue of Aviation Consumer.

My takeaways from the article:
1. It will be at least 2026 before the Canadian mandate affects the types of aircraft most of us fly.
2. It'll be a substantial project for a guy like me running a GTX-330 with only a bottom antenna. I'll need a diversity solution if I want to comply with their mandate.
3. It doesn't sound like there will be an ADS-In benefit (weather and traffic) that we get here in the Lower 48.
