Why does a VPN cause the forum to give a blocked access message?

About 6 months ago we had a pretty nasty attack. Tons of fake user accounts were being created rapidly, like 1 a minute. The attacks were coming from a few different VPN ASNs. I blocked them at the time. If you want to PM me, we can walk through getting you whitelisted.
