The plane was held over the airport for two hours to burn fuel, and the pilot was given the choice to make an emergency landing on the runway or in the water.
So, according to the FAA (evidence) the belief is correct. The only assumption made (which is probably also correct) is the the front motor was off due to the intentional fuel starvation which isn't a far stretch.
I fail to see what was so inaccurate in the statement to prompt such a response.
