I have a friend who built a two axis Sky Pup for under $700 back in the 80's out of blue house insulation foam, house wrap, and a Cuyuna generator engine- it flew very well for a couple of years. I have seen two Affordaplanes fly here in Colorado, and one of the builders claims he built his for under $1500, including the engine and prop.

It looks like the center of gravity is behind the wing, and the shot of him with the nose in the air and the mains firmly planted on the ice seems to corroborate that theory.
