The same thing happened with spraying and pipeline patrol after 9-11. After a week, the government figured out the greater impact of famine and shutting down pipeline transport of petroleum.

After all the politics and back-room money and histrionics have died down... the Homeland folks can easily find a way to permit a bug sprayer to safely do whatever it needs to do without a big circus.
If the aircraft inquestion is that Volpar turbine twin Beech that normally sprays for fruit flies around LA (for years now), they can just put a TSA officer inside the f***ing Beech and have him point a .45 at the pilot's head for the five minutes they are near Disney-f***ing-land.
The f***ing I-5 freeway is closer to Disneyland than a sprayer needs to get. Some terrorist could drive right up to the front gate and disperse some kind of nasty germs with a minivan bomb upwind of the park, and do every bit as much damage as a sprayplane.
I can understand of they need to have a Homeland agent in place where the bug sprayer is parked and/or loaded with bug spray.
I can understand if they need to keep the bug spray chemicals in a locked and guarded facility.
I can understand if they need to major psych test the pilot, and put an agent in the airplane.
But crop-killing fruit flies or West-Nile Virus infected mosquitos running rampant are a danger to our homeland too, y'know.
