Experimental PA-14 from New Mexico

Hello. I'm trying to find info on this (supposedly) PA-14. My info states that it has been build in Silver City, New Mexico arround 1993 by a man that worked at piper named Ernest Bode.
at 2010 it was taken to sweden and registered but ever flown. Owner died and now it's up for sale by a new owner who doesn't really know what they have.
The landing gear looks strange and the vertical stabilizer have some wierd horizontal stuff on it.

The wing looks almost like a Cessna airfoil with a strange LE cuff rather than the USA 35B it should have.

Tough to tell from the photo quality, but it might be the Charlie Center leading edge

The engine thrust line looks actually up rather than down? Is it just camera angle?

I got some more pictures. And the plane are Called Bode U-14 Super Star, Supposedly based of a PA-14 but I have no idea how much. A Different Landing gear could just be builders preference but what about that extra stabilizer on the fin? Aerodynamic problem quick fix or part of the original design?
It looks to be in decent shape apart from the landing gear and tires. But the plane have probably been sitting for 15 years so I don't have any hope at all in the engine and avionics unless they can show some sort of paperwork.

Very interesting looking. Tail looks like a miniature version of a helio/porter. Tailwheel attach looks a bit weak to me. Looks likehey tried to mimic porter MLG as well. Be interested to see the empty weight of the plane. Looks like it might be heavy.
