FAA seeks comments on NPRM for part 23 revisions

This is easily one of the most interesting and possibly positive ideas I've seen coming out of the FAA in...well, a long time.

Streamlining safety improvement certification could be a big deal for small GA over many years.

Disappointingly, the "Non-Commercial" category from the ARC report is not included in the NPR.

While I have been disappointed, as an instructor, with the FAA's instrument oriented (see Private and Commercial PTS) contact flight training and techniques, I have been quite pleased with the similarity of control response in older certified airplanes, both Part 3 and 23. This standardization has made training in one certified airplane, or homebuild built to these control standards, transfer to training and operation in other certified airplane. I applaud attempts to reduce manufacturing cost, but hope these similarity of control response standards are not sacrificed.
