GOV or PROP issue?

Got our prop overhauled (88MAC) and decided to be overachievers and overhaul our woodward gov too.

Both are back on the plane and now we have issues during touch and go/go around where the prop rpm is over speeding up to 2700-2800 rpm. Note that static run ups seem fine. Normal takeoffs are fine. You can level off in cruise full power full prop it’ll just sit right at redline but the second it’s a more rapid movement like touch and go or go around it’ll bypass redline.

Called the GOV lady. She said it tested great and verified settings. Called the prop guys. They say the same.

Sent the gov back to the lady and she tested it again and said it’s great. No issues.

Ideas?

When you say it over speeds, is it just a short momentary overspeed? Or does it continue to overspeed for a long period? Short overspeeds are normal as the governor has to catch itself. If it continues to overspeed for a longer period then that would be concerning.
