Interesting perspective from another form of flight.
Five guys launched a weather balloon loaded with cameras and tracked to 91,000 ft. Good shots of the SF Bay area south to Monterey. Within the story there is prior launch which is also interesting.

From other reports on these events, yes, they did receive and obtained permission from the FAA. The approximately one foot square foil do-dad (that is scientific aeronautical verbiage) that is hanging above some of the cameras is reflective of radar so ATC can track the balloon.
