The rules are not the same for flying under the Mode C veil, as flying under the Class B. You can be exempt and fly under the veil all day long, but flying under the veil while under the class B, you need permission ahead of time. We have done under the B as a flight, and it works like a champ!
As far as TOA is concerned, I think being cautious is great, but it really concerns you to fly into that airspace perhaps it is worth a mental note to review this stuff at your next BFR. It's really not all that bad... There are routinely relatively low time banner pilots dragging rags on the LA 'rush hour' circuit that has you flying off Long beach up the fwy to Burbank, over to Van Nuys down the pass to Santa Monica, past Compton and returning to LGB. All in a Scout, Cub, or Husky rendered aerodynamically challenged by a 300' long tail.... I say if If they can do it, so can you

Also, what made my flying adventure so much more pleasurable in the LA area was my Garmin 396 and studying the Terminal Map. And just having a good idea where you want to go and how you want to get there. I flew all over that area with ease. I grew up and lived in Fullerton for over 35 years. So flying over that area was pretty cool! I even flew the LAX Mini Route about a dozen times. Pretty easy if you ask me.
Don't be afraid of the ATC in that area neither. I was over thinking my first trip down there, too. But once I got down there, I found ATC to be very helpful. Fullerton Tower was awesome. I think only two guys worked there and got to know them well. The big tires on my 182 got it away that I wasn't from that area. So we sparked up a conversation during quiet times and I mentioned I was from Idaho and did most of my training in uncontrolled airspace. The guy up in the tower mentioned if there's anything they can help with, just ask. Fullerton ATC was awesome to work with!! I hope it's still the same. I haven't been there since 2010.
If I were you and can afford to upgrade and plan to fly down to SoCal often, I would just get a transponder. At least for me, SoCal is kinda interesting to fly around and see the Concrete Jungle from above (I just would never want to move back!!!). Plus, you can fly right into Long Beach (KLGB) and then a very short ride to the marina.
Anyway. That's my 2 cents.
