I'm looking for a copy of a 337 for Scout Gear Legs on a 7GCBC Citabria.

Does anyone know if the Citabria 7GCAA can have the scout gear as well?

They should providing you can substantiate the 7GCAA landing gear truss and frame assembly is common to the 7GCBC. I bet it is as only the engine, fuel system, and wings vary from what I've seen.

AFAIK I did the first Field Approval for Scout gear on a 7GCBC (N5502H) in the early 1980's in Fairbanks. No STC was later pursued but it's now apparently a common modification. FAA records for that airplane should include a 337 documenting that alteration.
