New aircraft user fee state of Alaska

You haven't heard of this? Of course not. Governor Walker is trying to sneak his WART (Walker Aviation Registration Tax) fee in without anyone noticing until it's too late.

The governor wants to charge us an aircraft registration “fee” of $150 per year for a private plane and $250 per year for a commercial plane. Of course all government aircraft and aircraft not in the state more than 180 days will not he subject to this user “fee” (think Alaska Airlines and Delta for instance).

This is nothing more then a money grab by the governor for the general fund which is where the money will go. He is calling it a user “fee” so he can circumvent the legislative process that is required for taxes. Contact your representatives today and demand that they not allow this, including our RINO Governor. We only have till January to accomplish this. Tell all your friends.

I certainly oppose backdoor attempts to raise fees via regulation and will do whatever I can to oppose regulations such as the ones proposed by the department. The Department of Transportation and Public Facilities is proposing new regulations to implement Aircraft Registration and related fees. Attached are the required documents to be given to you per the State of Alaska's Drafting Manual for Administrative Regulations including copies of the:

1. proposed regulations for implementation of "Aircraft Registration" and related fees
2. "Additional Regulations Notice Information"
3. "Public Notice" published in the Alaska Online Public Notice system, and
4. "Public Notice" published in the Fairbanks Daily News-Miner, and Alaska Dispatch News on November 5, 2017.

We will have an extended comment period of 60 days instead of the required minimum of 30 days, and take written comments until January 5, 2018. We will also have public hearings to take oral testimony and written comments in Juneau on November 9th, Fairbanks on November 14th, and Anchorage on November 20th.

The Department of Law's regulation file number is JU2017200609.

I do not agree that there should be a state registration fee as I already pay the Feds to register my plane. I additionally pay Kenai Peninsula Borough personal property taxes on my plane EVERY year. IF, and I do mean IF, we are going to get lighter in the wallet, it should be like boat registration which is good for 3 years. $150 for 3 years is tolerable. As a side note: ANY boat registered in another state must register with the State of AK if used here for more than 90 days. Planes then, should also follow suit.

In Oregon I pay about 60 bucks for the plane and 60 buck for me. But no property tax on the plane or boat.

Just wanted to bring this back to the top as there is a special meeting tomorrow morning in Anchorage where pilots and others can discuss the issue with the State's DOT on this proposed A/C registration fee. This link was posted above for more information but here it is again.

Aircraft owners are not the only ones that benefit from State of Alaska's owned airports nor do all aircraft owners use a state airport so why are they being singled out to shoulder the expense of operating them? I have more to say about the matter but most of it probably falls under "Hot Air" but I do hope folks respond to the proposal.

In Washington, there's an annual registration fee-- $65 for a single-engine aircraft.
It (allegedly) goes to the DOT's state aviation dept--
they own & operate the 15 state airports,
and also fund airport improvement projects on other public airports.
There used to be an annual pilot registration fee but not any more.

I think a reasonable fee every year (like Washington's) isn't out of line.
But if Alaskans already pay an annual personal / property tax on their aircraft,
there shouldn't be a registration / user fee on top of that.

Kurt -- you got that right. Not only that, but the State of Alaska has in the neighborhood of $60 billion in its Permanent Fund.

Those of us that park at the three Alaskan International Airports (Juneau, Anchorage, and Fairbanks) have had to register our aircraft and associated equipment, plus pay a bi-annual fee to park or lease property for hangars. They already know who I am, where I park, and what I own. I pay $540 a year for that and have no complaints as they maintain the movement areas and provide security.

I rarely fly to State owned rural airports....just off airport ops and the occasional stop at the Nenana airport's float pond which the State doesn't maintain.

Not sure how their grab will end up. But this being an election year I sort of doubt it'll get much traction from politicians.

That is one of the concerns, as this is a regulatory "fee" through the DOT administration and does not require legislative input.
