No transponder airspace question

I don't have a transponder in my airplane. I have my Private Ticket. I know I cant ENTER Class C but I just want to verifty that I'm legal to fly under the ceiling of the outer ring. I always thought that this is not an issue as long as I stay out but...... here is excerpt from 91.215

(i) Outside any Class A, Class B, or Class C airspace area; and

(ii) Below the altitude of the ceiling of a Class B or Class C airspace area designated for an airport or 10,000 feet MSL, whichever is lower; and

(4) All aircraft in all airspace above the ceiling and within the lateral boundaries of a Class B or Class C airspace area designated for an airport upward to 10,000 feet MSL;

Can someone who is better at deciphering the FAR secret code language verify whether or not you can fly under the ring without squawking?
