NOAA National Marine Sanctuaries (CA/WA)- RST areas?

While doing my FIRC, I came across this and it got my curiosity going.

Those of you in WA and CA, what is the scoop on this? Has anyone ever been violated by the NOAA? Seems like a heck of a fine (up to $100,000) for getting caught flying less than 2000' or 1000' AGL in these areas.

I did a quick search and found nothing on BCP, mainly AOPA articles. I find it interesting as it's not in my GPS database.

I can drive a 100 ton 3000HP yacht thru but, can NOT fly a small plane over the SAME water! Not good.
