Oregon water reclamation questions/answers

I already submitted my questions to the Portland Water District, USACE, that administers the damns in West Oregon. But, also would like to field it here too.

Reference web site of damns and reservoirs in Oregon;

Questions please;

#1 Please define what units the IN and OUT numbers use for Reservoirs in determining water flow (see example)?
#2 Is there more information to define +/-WCD for each reservoir?
#3 What is the typical yearly water cycle for a reservoir in Oregon?

Example;
Green Peter
ELEV: 954.8 (0015Feb21)
+/-WCD: -2.8 (0015Feb21)
OUT: 50 (0000Feb21)
IN: 700 (2300Feb20)

I received, via email, a very quick response from Portland District, U.S. Army Corps of Engineers;

Caveats: NONE

Good morning, Ted:

1) Inflows and releases are measured in cubic feet per second.

2) The "+/- WCD" indicates how many feet the actual reservoir elevation is above or below the maximum elevation called for the in the water control diagram.

3) If you visit our reservoir and river elevation page at http://www.nwp.usace.army.mil/Missions/Water.aspx and click on a specific orange dam icon, a PDF document appears. The red line on the "Project Annual" page (usually page 4 of the document) shows the desired maximum elevation of the reservoir throughout the year.
