Proposed “AD” to Replace ALL Rudders on ALL Rag-Wing Pipers

This is my request of you all to go to the below web site and comment on the proposed “AD” to replace every rudder on every rag-wing Piper from J-3s to PA-22s for a total of, by there numbers 30,992 aircraft at an estimated cost of $3000.000 each. Please comment that or less than $400 and three hours time involving no welding, recovering of fabric or painting a second tube of 4130 Chrome Moly can be inserted unto the existing rudder tube which would more than DOUBLE the strength of the existing rudder. Again this solution would NOT require the replacement of the existing rudder and would NOT require welding, fabric work or painting.

It's like they're under the impression there's a giant warehouse filled with nothing but steel Piper rudders. All of us with old pipers are wondering whether to hoard a rudder now or wait to see how this plays out.

It is not for all rag-wing Pipers! Just the ones with a mild steel rudder.

When the corn got too high and I knocked the top of the rudder over on the boss/mechanic's really nice Pawnee going under a wire and landed on the road, he brought another rudder. I flew back to the airport and he tweaked the rig of it while I took the other Pawnee and went back to work. I think he made that spare rudder. Can that still be done? Owner supplied part sort of thing?

Did the .gov post a link to where one can get a brand new rudder, covered, painted to match, installed and out the door for $3k???

799.00 for a new PA 18 Rudder from airframes. 2,200 should get it covered and painted.
