who makes the heavy black leading edge protector for the horizontal stabilizer, and who sells it?

Cessna has them.

If it is for a cessna they show in the parts manual.
Usually the part number is superseded, but is still available

Cessna has it, it will take two rolls, I think it was about $140. for both rolls, and then the recomended 3M contact adheasive from Aircraft Spruce was $35.00 pluss shipping, you will also need some MEK to clean, prep both surfaces and to thin the product. If you want to know what I did wrong and what I did right when I installed mine send me a PM. There is also an artical on the web about installing them.
