Many experimentals with electrical systems do this very thing often, I don't see how your Luscombe does not qualify. I think the controller just wants to know what to expect for his/her airspace, rather than scrutinize whether your aircraft qualifies. Of course, I am speculating, having never done this, but talked to several people who have.
Just call em and do it.
