Slow moving track at 60,000

Weather balloon? This thing is tracking 23 knots at 60000 over lake Superior headed to the upper peninsula.

Here at Winnemucca they have been launching balloons (locally stated as “Google”). I notice on the ADSB that when they launch, they go on up to the 60K range. Appear to have “HALxxx” as their transponder code....

Are they still doing that? We stopped through Winnemucca to grab some fuel and lunch about two years ago and a group of Google guys were setup under a shade tent on the ramp talking to a balloon for project Loon.
