Stinson 108-3 cable help

Hey there folks just about done with the Stinson I bought a few months ago. I need some advice setting cable tensions the book isn't real clear. I do Have an a&p friend helping me out but would like a secound opinion ( no offense to him but he has told me to do a few things that didn't really sit well with me and under further investigation turned out that it was good i secound guessed him). I understand how to set cables and checking the tension with the proper tools (tenionmeter) it's just the manual doesnt specify which cables you should do first.

Thanks for any info
