With belly on the ground, gear leg wrapped around the side of the fuse, I supposed it could look like a gear-up.

Looks like the pilot might fly in my neighborhood since N registration points to Santa Cruz.
Apparent ground loop turning into NTSB item sucks! I assume prop strike necessitating engine teardown, then fussing with insurance and replacement parts mean likely 3 months until back in the air is more than enough misfortune.
I hope everything goes as smoothly as possible for that person.

Better than landing with it down in the water.Pretty much a non event wheels up on the pavement....most likely some scrapes on the floats .... I'm surprised the yahoos that "run" the airport didn't call the cops...
