What is up with the Black Rock Desert?

What is up with the Black Rock Desert?

I understood that the playa, and roads of the Black Rock Desert were open to OHV use, and fair game for airplanes. A buddy called BLM recently and was told he cannot land out there because it is National Conservation Area / Wilderness. Anyone know for sure what the rules are out there these days?

There is a Black Rock Desert "Wilderness" that is closed to all motorized and wheeled traffic... https://www.blm.gov/visit/black-rock-desert-wilderness

Maybe the BLM guy had the two confused??
