Wheel Alignment

Hello all. I recently checked my wheel alignment and there is considerable toe-in. I want to make an adjustment and am looking for details of the "steel pipe method". I'm assuming a long steel pipe slid over the axle and it is bent in or out to adjust alignment. Any details on this method?
