"Backcountry Landing Strip Access Act" S.452

Just ran across this in the latest issue of "Aviation International News" introduced by Sen. Mike Crapo (R Idaho). Here is a brief summary of the bill.

2/23/2009--Introduced.
Backcountry Landing Strip Access Act - Prohibits the Secretaries of the Interior or Agriculture from taking any action that would permanently close, restrict, or render or declare unserviceable any aircraft landing strip located on land under their jurisdiction unless: (1) the action has been approved by the head of the aviation department of the state in which the landing strip is located; (2) the Secretary publishes notice of the proposed action and allows for a 90-day public comment thereafter; and (3) the Secretary and appropriate state aviation department head have taken into consideration any comments received.
Requires the Secretaries to: (1) adopt a nationwide policy for governing backcountry aviation issues relating to the management of federal land under the jurisdiction of the Departments of the Interior and Agriculture; and (2) require officials with jurisdiction over such land to adhere to such policy.
Requires private and publicly-owned aircraft land strips acquired by the government to be made available to the public for unrestricted use.

I corresponding w/Mark Udall. Hope others correspond with the appropriate people. Federal gov't is expanding the lands they are claiming, and I suspect we may lose a lot of our strips if we don't make some noise. We either fight/participate in the process, or lose more of what we have enjoyed.

Now we can only hope that they give a shit about how we feel. Personally, I always feel like they care more about the special interest groups than they do about us. Figure that is where there supplimental income comes from.

I'm not a big fan of Udall, but I'm hoping one of these days these guys will actually listen to us and give a sh-t. I won't just sit back and watch our trails/strips/and rec area being closed down any longer. Here's to hoping that one day our voices will be heard. I'd be nice to see something go towards public land users for once.

Not trying to start a political thread as those can get dicey quick.

I feel the same way, and am guilty of being complacent in the past, and trusting those that were smarter than me and in power to do the right thing. But no more. That doesn't seem to be working too well.

I got the typical "Mr Udall is looking into many key issues and he will be looking into this issues as it is important to him blah blah blah" generic reply. I too would like to know where our elected officials stand on this.

I used http://www.Congress.org to send a message about this bill to Sen Ron Wyden (D-OR) who is a member of the Energy and Natural Resources senate committee. I tried to stay on topic regarding the bill and not depart into a rant about loss of rights in this country.

Dear Sen. Wyden,

I am writing to express my support of Senate Bill 452, the Backcountry Landing Strip Access Act.

As a native Oregonian, current Portland resident, and private pilot, I believe that this legislation is a positive step in protecting valuable and historic backcountry airports from being rendered off-limits by environmental conservation land-designation legislation.

First, I'd like to say that I am strongly in support of reasonable conservation efforts to protect our untouched lands from development and abuse. I believe that it's our duty to act as stewards of wilderness and maintain a reasonable quantity of land that is free from the influence of roads and mechanization, but there also must be moderation and exception allowed in this legislation should it ever be enacted. That is why I believe S.452 is important.

Light aircraft present an efficient and footprint-free means of transportation in the backcountry. While they have wheels for landing gear, the wheels are free-spinning and do not propel the craft like a car or ATV, therefore the ground they land upon is not disturbed any more than by a human on foot or horseback. The environmental impact of light aircraft is simply not comparable to cars, motorcycles, ATVs, or building development, and it is most often the case that a visiting aircraft leaves no trace at all.

The Backcountry Landing Strip Access Act, introduced by Senator Crapo of Idaho, will serve to protect existing backcountry airstrips from being rendered off-limits by possible future land conservation legislation. Many of these airstrips have great historic value, provide critical access for fire fighting personnel, and are simply treasures that represent the adventurous spirit of aviation. Leaving them unprotected by some sort of grandfathering legislation almost ensures the prohibition of their use in the future, as recreational access to Federal lands becomes more and more restricted.

While this legislation is being introduced by an Idaho senator, with obvious focus on the rich network of backcountry airstrips in that state, our own state of Oregon is also graced with similar resources, and I'd like to see my access to those protected, and possibly even enhanced. This sentiment is strongly shared by other pilots in Oregon's sizable aviation community.

According to 2008 FAA statistics, there are 613,746 active pilots in the US. 67,129 of those reside in the Northwest. 9,740 of those are Oregonians. As a pilot and lifelong aviation enthusiast, I can assure you that nearly every pilot, as well as would-be pilots, is enamored with the concept of backcountry flying. It is one of the alluring and exciting aspects of the hobby that represents the adventure and utility of aviation.

I'd like to request your support of this bill (S.452) as member of the Senate Committee on Energy and Natural Resources.

The statement that the strips are Emergency Only per the Wilderness management Plan is bogus; The CIWA (Central Idaho Wilderness Act) of 1980 specifies that those strips will be maintained as they were in 1980. At that time, they were in better physical condition than now, and were charted as "hazardous", not emergency only. The FS is trying to usurp the CIWA through administrative tap dancing. It is a fraud.

Our congressional reps. feel that if you are not concerned enough to put a bit more effort into your exercise of democracy....then neither are they.

1. Personal appearance at the congressional office.

2. Personal telephone call

3. Personal written letter.

4. Email

5. Mass mailing or copycat emails.

Not really…

I have, on several occasions over the years, made appointments with my Congressional delegation in Washington D.C. at their offices there, and travelled from Idaho to do that. I was rebuffed each time. "The Senator is still in meetings; hearings; hot tub". You get the point. I did manage to have a conversation on the subway with my Senator once, but he was more interested in our newborn baby than the issue we travelled to discuss. Same thing happened on a commercial flight where we met one of our House members. So, skybolt, "Personal appearance at the congressional office" is a non-starter.

"Personal phone call". The only time I ever get to actually talk to a member of my delegation is when they call me asking for money. If you call their offices, 99.999999% of the time you will speak with a volunteer phone lackey.

"Personal written letter". You have forgotten the anthrax scare. The congressional post office has not. your written letter will not be read by the congress critter until long after the issue has been put ot bed.

E-mail is what they all respond to these days.

"Mass mailing or copycat emails." Actually, skybolt, Congress critters treat these things like polls. For the time being, they are effective.

Some may wish to hang out at their Congressman's office on the chance that someone will speak with them. Not too effective, IMO. Naivety is a blessing for the ignorant and our politicians thrive on it.

It also depends what state you're from. I have talked to each of the three from Montana, as well as various members of their staffs, on issues regarding the FAA. We have had all of them to the tower and have had a chance to bend their ear on several issues. Our congressman is a pilot and when you have a pilot issue it's easy to get a response. We've had two of the three to the backcountry strips over the years. And not the third only because he's early in his first term. Our guys are relatively accessible, if you're from a big state, good luck.
