The Fairbanks FSDO is/was giving those away as a public outreach. Free, so walk into your FSDO introduce yourself and see what swag you can get. You might try to sign up for a Wings class too, those are free too. Check the booth at the AK Trade Show this week.
I was the biggest believer in the FAA is going to get you in the middle of the night unless I had my special engine blanket and favorite lucky dash teddy bear. Things have changed in Fairbanks to a HUGE degree, they actually want to help (and legal).
