900’ overcast and 2 miles visibility sounds like some pretty shitty conditions to depart on a VFR sightseeing flight, especially in mountainous terrain. Although maybe that is a common thing in those parts, I know nothing about the local scene.

I was there around that time yesterday and it was a pretty typical Ketchikan day. What’s reported at the airport is often very localized.

Ketchikan has suffered a spate of floatplane crashes in recent years, such a bummer for the locals. Not sure if it’s a lack of experience and/or the “get-there-itis” that comes with trying to make a buck in such a slim margin industry.
