182B Strut Reseal

Just swapped over my airglas fork to my 182. In resealing the strut I found what appears to be a teflon sleeve. Almost looked like someone added it in, but in researching the parts book. it is called a sleeve extended stop. The 172 didn't have it, appears to make the strut slow and stiff to react, partially covers the oil ports. What is the purpose of this? Almost temped to remove it and have it soft like the 172, maybe would be too soft with the 0-470?
