While the FAA may not prosecute Trevor, since he undoubtedly caused resource damage by willfully dumping avgas and oil on the a national forest he may have problems with both EPA and USFS who can and do prosecute. The state also has toothy options.

And, if he so chooses, one year post revocation, he can once again apply for certification as a pilot.
