Ownership of Millican, Oregon airstrip?

https://www.google.com/maps/place/Pine+Mountain+Observatory/@43.8753279,-120.9198684,780m/data=!3m1!1e3!4m2!3m1!1s0x54b8f10a8946492b:0x4f45c95370fe0311

Just north of the Pine Mountain observatory is an airstrip marked as the Millican Airstrip. It looks like it's not returned in any current FAA databases, and Google search turned up a Wikipedia entrythat references some land ownership volleys. Anyone know if this is 1) landable, 2) legal, 3) under any kind of active ownership?

It's been my fantasy to buy this and turn it into my own. I don't know anything about the ownership but I do practice my engine outs there. The runway is x-ed out. There looks to be a newer runway to the southwest but, be careful, power lines go across it - which seems a bit odd for a runway.

I know the owner, he has the hangar next to mine in Bend. Contact me PM for his info.

On the Google map you see all those twisty trails. They are dirt bike trails in the Milican Off Road Vehicle Area which is State land. So I believe the newer runway that shows on the map and lies within that off road trail area is State land and should be OK to land there, providing it is not X'ed out.

Whatever you do, watch out for power lines. There are some that go right across the most attractive looking runway.
