Prop won't go below 2250 RPM
Lycoming, Continental, Hartzell, McCauley, or any broad spectrum drive system component used on multiple type.

I was up at 11,000' and wanted to run 22" and 2200RPM in my new PPonked engine (180) with a 2 blade 82" C66 prop. I set the MP and started dialing back the prop and the RPM stopped reducing at 2250 RPM regardless of how far I pulled the prop control out. Does this mean I hit the blade travel stops and the new engine is so powerful it can swing the prop at 2250 RPM with the blades at their course stop? Or do I have a governor/control issue? When I pulled the carb heat to clear some ice out, the RPM's did drop to 2200.
Forgive the dumb question, but I've never seen this before.

Curious: What happened when you did the prop cycling check during the run-up? Did it drop below 2200 rpm then?

Could be a control rigging issue. Maybe your propeller governor control cable does not have full travel, but since you said that you continued to pull it back and nothing happened i would suspect something else. I think your governor is bad.

Hopefully a bad prop gov. It's basically an oil pump. If the pump goes bad it will go low pitch meaning high rpm

or possible cable hosing slip in the bracket that attaches to the oil sump bolts

Check the simple stuff first, but last time this happened in our hangar it was the transfer collar at the front of the crank that feeds oil out to the prop.

Possible simple one:
Had something like that happen at Ft. Nelson in 76 - Went to cycle the prop and it would not drop much, shaft would only come out part way. Knew we could not get to Watson lake at near max. RPM. Turned out to be the push-rod Ball end and Clip at the governor of a 180. Clip had worn a grove in the ball end till it would not move much.
Took the ball end off - polished in the concrete - finished it off with one of the ladies fingernail files, squeezed the clip a bit - snapped the two parts together and flew on to Watson lake - pretty much in the dark by then.
