I know this has been discussed in the resent past, and I did search for it, but could not find it.

There was an airport manager that refused to provide the gate code to someone trailering their airplane into the airport. The letter explained to the airport manager that he could not stop access to a public airport just because someone trailered their airplane. Can someone point me to the right place to find that letter? Thanks in advance.
