Isn't that what he did?
Have your friend join AOPA and add the legal package. For less than 80 clams he can talk to a real aviation lawyer. The AOPA will tell your friend what to say and what not to say. If he gets called on the carpet AOPA legal will send a lawyer to represent Mr. NoGas.
I know because I had a friend

who inadvertently flew through a TFR and the AOPA was wounderful. ER so he told me.

Shucks guys, that is an everyday occurrance in eastern Ohio. Doesn't everyone land in someone's back yard to get a ride in a truck or on a snowmobile? Okay, maybe a soybean field or pasture.

Yup, it sounded "funny", and of course any safety minded pilot would think, "I had plenty of gas to be landing, but needed more to take off safely".
