I don't think it's fair to paint all CAP volunteers with the same brush.

There's a reason CAP is essentially nonexistent in Montana.

Last one I saw parked his brand new 182 on a bit of a pant after fueling up and then was very upset when I made him get off the couch and go move the dam thing as fuel was running on the pavement.
They would keep the key to the only crew car when they went on there mission, so as to male sure they could go to lunch when they got back, screw everyone else who might need it!

The last Wing commander of the Wyoming CAP was just dumped a few weeks ago for doing something REAL stupid... Just to refresh the reason I bailed from the CAP. This rocket scientist was a CAP mission pilot, CAP check ride pilot who blesses all the other pilots so they can try to fly as good as he (did)... Past tense...
Totaled the plane and killed himself fly 15 feet above the Snake river.. Normal cruising altitude at this location is 4000 feet higher... Friggin idiot..

I think you guys overestimate these guys' influence over the NTSB. Having an NTSB report expunged within 24 hr notice? Hahaha..that's CIA shit!
A more likely scenario is that their server generates the PDFs on demand or caches them, and the link you had just expired. I was able to download the PDF this morning.
