We're gradually getting that removed. I'm just one of the volunteers who help out occasionally. The real efforts are being honchoed by Ray Hawkins, who leads the Colorado Seaplanes Initiative. So far, we have two seaplane bases, at Lake Meredith near Ordway, and at Kenney Reservoir near Rangely. We've had annual splash-ins at each for the last few years.
The problem has been that the state Division of Wildlife, which has authority over state water uses, has prohibited seaplanes for various reasons, first alleging safety issues but most recently focusing on invasive species. The lakes and reservoirs on federal lands have followed suit so as to not create a hassle between the feds and the state. But both Meredith and Kenney aren't owned by the state, and the counties that own them aren't inclined to bow to pressure from the state (which frankly I think is cool, that they'll stand up against the state bureaucrats).
More and more of the legislators are agreeing with the Colorado Seaplane Initiative efforts, so maybe one of these days, enough will agree and the legislature will pass the necessary statutes to overcome the ban.
