It is owned by the BLM and open to the public.
No permission required.
If you plan on conducting commercial ops then a "right of way" lease is required.
The lease can be had by anyone. All leaseholders basically agree to share maintenance costs for the strip.
When I had one about 10 years or so ago I think the fees were about $500 ish per year.

Thanks for the info! Still flying the Pacer John, though not as much as I'd like. I left active duty for a major airline job a little over a year and a half ago. Between moving back to Texas, remodeling a house, three kids, and two jobs (still flying in the reserves), the Pacer has been a low priority. Fortunately, things are finally starting to slow down and I'm really looking forward to giving the Pacer a good workout! BTW, the Bearhawk is looking great! I wish I had 5 seats
